A car park operator is the person or entity responsible for managing a car park. In other words, the operator manages parking spaces within a car park, and provides sufficient access and surveillance systems to allow the user to leave their vehicle in the car park with peace of mind. Despite installing and managing such surveillance systems, the operator cannot be held liable in the event of theft or damage to vehicles parked in its car park.
The car park operator also covers the costs associated with maintaining the car park and ensuring that it complies with the relevant regulations. The operator is also responsible for lighting, ventilation, pedestrian and vehicle access, management equipment (payment systems, CCTV, intercom systems, etc.) and emergency exits, and is also required to fund the car park.
In other words, the car park operator manages its own "property" and must therefore ensure that its car park meets regulatory and legal requirements covering car park management (security, accessibility, fire safety, etc.).
